La construction européenne et la mondialisation conduisent aujourd'hui les entreprises publiques françaises à s'adapter au marché, à passer progressivement du monopole à la concurrence et, pour certaines, à devenir des groupes mondialisés. Quelles sont les stratégies de modernisation de ces entreprises ? Quelle est l'étendue de leurs réussites et de leurs difficultés. Quels acteurs y participent ? Cet ouvrage s'efforce de répondre à ces questions en mobilisant les résultats d'un ensemble de recherches menées à France Télécom, La Poste, EDF, la RATP et la SNCF pendant une dizaine d'années. À partir d'une approche alliant sociologie des organisations et analyse des relations professionnelles, trois dimensions essentielles du changement sont analysées : les transformations du travail, les relations entre directions, syndicats et personnels et les formes de management. En quoi les formes de travail se sont-elles transformées ? Comment passer d'un management axé sur la technique et l'application des règles à un management centré sur la gestion du marché ? Quelles sont les ressources de changement de ces entreprises ? Quelles sont les politiques menées pour transformer les pactes sociaux ? Quels sont les systèmes d'échange que bâtissent ces entreprises avec leur personnel ? Cet ouvrage examine ainsi les contradictions qui naissent des choix français entre le « tout public » et le « tout marché ». Les défis posés à ces entreprises éclairent autrement les difficultés que connaît la France, à la recherche d'une troisième voie face à la mondialisation.

The paper reviews the main structural reform issues facing Arab countries in the remainder of the 1990s. While the nature, extent, and implications of the policy challenges differ among individual countries in the Arab region, several aspects are common to a large number of them. Accordingly, the paper identifies a framework consisting of a core of key reforms that would address these countries’ structural weaknesses and assist them in exploiting their considerable economic potential.

This paper discusses the role of the state from a historical perspective. It outlines how that role has changed over the past hundred years and discusses the forces that have promoted the changes. In the period between 1913 and 1980, there was a large increase in public spending in industrial countries and a considerable expansion in the role of the government in the economy in all countries. The paper also outlines the intellectual developments that, starting in the 1970s, have brought about a reaction to the large role that the state has come to play in the economy.

This paper examines the progress made in four Asian transition economies—China, Lao P.D.R., Vietnam, and Mongolia—to market-based systems. Overall, these economies appear to have had a more favorable experience with inflation stabilization and output growth than that of transition economies elsewhere. While initial conditions played an important role in determining the strategy and speed of the transition, growth performance benefited from continued macroeconomic stability and reforms in a key sector (such as agriculture); this confirms the need for sustained and rapid structural reforms and highlights the constraints for sustainable growth posed by weak financial and enterprise sectors.

This paper reviews economic developments in Indonesia during the 1990s. The adjustment effort during 1991/92–1992/93 was marked by a tightening of monetary policy, and measures were also taken to curb new external borrowing. Interest rates rose sharply, as large amounts of central bank debt certificates were placed with the domestic banking system and Bank Indonesia sharply curtailed its foreign exchange swap operations. The expansion in domestic demand gained momentum during 1994/95, rising in real terms by 9 percent.
